This evaluative framework provides a means for progressive positioning and recording of progress by clusters and PLD providers. Indicators of progress can be gathered through recording practices as a bulleted narrative with respect to the capabilities and evaluative questions in this framework. The recording of qualitative data against five stages of development will enable quantitative analysis of progress.
